[LOGic] a report to check logged prefix against dxcc value

This will only work if you blank the wrong DXCC in the log before
running Fix Stuff.
You could enter K5K_ in the prefixes for Kingman, but bottom line is
that K5K is not in the Kingman block of calls, and one way or another
you have to know that it is not in the midwest. Bottom line, LOGic
will need to have KH5-K logged in the DXCC field. How it gets there is
immaterial.
