[LOGic] Updated Call/Country list suggestion

I agree with a monthly basis upgrade and if there is an dxpedition/iota 
announcement using a special call, then publish an extra update.
Free/subscription service? : for free (Logic ftp server can be used with 
the permision of Dennis, of course)
If no one wish to be a volunteer, here I am, but I think there is a 
better choice than me among Logic users, I'm a spanish ham with an 
english knoledgment not so good.
