[LOGic] Not found In ARRL Section

As I have repeatedly said the MDC thing is/was not the problem. I was
missing the complete list of ARRL SECTIONS. I turns out it was not on
some Logic 7 CD's from PDA. Thanks but the problem was a whole, whole
lot more than MDC
