[Logic] Spot Log Problems

I'm still having problems.
The spot log is full. A new spot comes in. The spots are all supposed to
move down one record, the bottom one being deleted. The new spot goes to
the top of the list. Instead, the spots don't move down, the new spot
overwrites the spot on the top of the list.
This doesn't happen all the time, it happens every 3rd spot to every 10th
spot. Seems to be very random. And only when the spot log is full.
