[Logic] ARRL QSL BURO

I have what I think is a common problem when printing batches of QSL 
cards. I send most of my QSL cards via ARRL Buro when every that country 
has a QSL Buro. The problem is I can not find an easy way to not print 
cards for countries that do not have buros.
I think this could be done as LOGic's prefix.dbf has logical field 
(ARRL_BURU) stating if country has a DX Buro. My problem is with my 
limited "programing" skills I am not sure how to use this information
My possible ideas:
1. Create a userfield (BURO)with "Y" or "N" value. I could then use this 
as a filter when choosing which cards to print. The step I am not sure 
how to do is make a userfield that will automatically fill based on 
match of DXCC_PFX from PREFIX.DBF, just as DXCC field fills in on Log form.
2. Build the function into the QSL Report in one of the command fields 
to look up info from PREFIX.DBF and then use only QSO with prefixes that
match those that have ARRL_BURU "Y"
3. Create a User built Utility with global update database commands to 
update a user field (BURO)with "Y" or "N" value in all existing log entries.
Any ideas or has anyone already done this? Because my QSL batches for 
ARRL usually exceed 500 per run, hand sorting is tedious.
