Here is a nice reference to the Kalawao "county".

But you must remember, there are all kinds of political entities that are
counted as "counties". Louisianna has its parishes, Alaska has all kinds of
boundries, NY has had its bouroughs, lots of places in VA have independant
cities that are not even in a county.
So the county hunters made up thier own rules, probably from the CQ magazine
history, of what to call these entities. "Counties" is a good choice. After
all we are just collecting "places" and are not in the political argument.
County hunting is a lot of fun, great people out there. Come and enjoy the
