[Kenwood] Kenwood TS-870S RF Power out adjust

DO NOT tweak the power until you verify the 870 is getting 13.8v in CW 
TX mode. Also use a good external wattmeter. For whatever reason the 870 
is sensitive to input voltage and when it drops below abt 13v the power 
starts dropping. You have to measure the voltage AT THE RADIO to account 
for drop in the power cord.
