You have to do the "General Coverage Transmit" mod. It is very simple. This enables 
transmit over the entire range of 1.5 through 30 MHz.
As I remember it, the mod consists if cutting one diode out.
Details are on the web in several places.
If you can't find that, let me know, and I'll try to dig it out.
