Hi Ed,
I have a different Kenwood model than yours. When I had a similar
problem I tracked it down to a cold solder joint on one of the crystal
filter pins (CW just as yours). On mine I am able to select the filters
completely independent of the mode selected and it was a sure bet on the
filter (and it's connections). I am not familiar with the block diagram
of your radio to know if it is possible for that to affect yours in a
similar way. If your rig were mine that is the first place I would look.
