[Kenwood] TS-950S No Rx from 7.500 to 14.500 Mhz

Trying to get back on the air and dug the 950 out of the box only to find out it doesn't receive between 7.5 and 14.5 Mhz. When you dial up a frequency in that range you get dead silence from the speaker followed by a Morse UL, meaning, I believe, the PLL is not locking in within that range. Works on all other frequencies. 
Checking into the circuit description, it says on page 39 of the service manual " Ten PLL ICs, excluding the DSP, provide unlock data signals. If one of the PLLs should unlock,  the display changes to "....." (decimal points only) [which mine does] to indicate that the PLL is unlocked. Unlock data from each PLL is output to pin 8, A0, as UL data, so it can be checked."
Interesting that the SUB receiver will work within that range, however.
Would anyone, hopefully more knowledgeable, agree that the problem is on the PLL module? If so, I will start searching for one to replace it. Other possibility would be to swap components around, but I wouldn't know which part to check unless I can access and test the board with the radio on and trace it. Looking for suggestions here also.
