[Kenwood] Need help on a TL-922A

Sounds like a rf bypass capacitor shorted to ground. Or the fuse holder 
could be damaged so it can't assure a good contact.
I don't know the TL-922A but, in general, there is no ohmic resistance 
from live conductors to ground, they're floating.
