Mike,
You do not want to think - OR not incapable of doing so!
You do not know or understand how a "computer" works. These radios ARE 
computers. They access memory. That is what PROMs, EPROMs, and EEPROMS 
are.
We are wasting our breath in your case! It simply IS the case!
A PAL chip is NOT memory. It is logic elements such as AND, NAND, OR, 
NOR, or other such elements on ONE IC. It contains absolutely NO memory.
Any component that has within its description - ROM, is 
Read-Only-Memory. Without the ability to read the memory by the 
microprocessor and the device will NOT work. The processor does NOT 
have the ability to encrypt NOR decrypt.
