[Kenwood] TS-830S S-Meter Lacks Sensitivity ?

Good morning - 

I'm hoping someone reading this might know why the S-meter on my TS-830s
lacks what I'd call "sensitivity" on all bands EXCEPT 40 meters where it
works almost too well (meter needle reacts to the slightest atmospheric
noise). The S-meter needle moves only on the very strongest of signals
and then not much. The radio is in good operating condition otherwise.
