[Kenwood] TS-940 problems

Hello..... I gave my main station radio to my son and pulled a 
TS-940SAT, I had placed in storage about a year ago, to use in my 
shack. It is a very late version (20mil +) and had been working good 
when stored. The problem is a "gurgling attribrute) on all voice 
signals received. I am told it's also being transmitted. I removed the 
power supply board and replaced all caps on it. Problem is still 
there. Has anyone out there been down this road with these radios? Or 
does anyone have any suggestions? Any help would be appreciated.

Another discription would be like "talking under water."
