[Kenwood] TS-430S repair info?

After many years of faithful service, my TS-430S has burped.
Symptoms are:
1. soft whine for about 1 minute when first turning the power switch on.
2. Blank display for the 7.5 - 15.999 MHz range. Other freqs are OK.
3. Warbling sound from the speaker from time to time. Sounds like a VCO 
may be unlocked.
At TP-1 on the PLL board, measure 2.1 volts for the ranges that work and 
0.77 for
the above mentioned ranges.
I've the Kenwood service manual but confess I could use some suggestions.
