Given that the idea of carving up the CW allocation according to licence
type is a purely US one, I'm sure nobody else would notice if it was done
away with. I had to look up an ARRL Handbook to see what the issue was.
There's no shortage of activity in Europe and some impressive CW from East
European stations - apparently thanks to military training in the communist
days.
Whether there is a licensing requirement for CW skills or not seems
irrelevent to the argument about the demise of CW. Having to prove you can
do it doesn't mean you will...
