[Kenwood] really stumped why I can't reach a 440 repeater

Using a D700A in the truck with a vhf/uhf antenna on the roof.
I programmed the rig with the Kenwood MCP-0700 software.
I used info from the following list of Illinois repeaters.

I properly set the individual repeaters that were NOT closed to the:
Freq.
Step (default of 5kHz)
Offset (default of 0.60)
Actuated the button for Plus Shift when the list indicated a +
I put a check into the Tone box when a tone was indicated.
Selected the proper Tone from the Tone Frequency list.
CTCSS and DCS were left at their defaults
Entered the Repeater name and left
Lock out and AM mode empty.
Now maybe I'm expecting too much, but of the dozens of Chicago area UHF repeaters, I was
not able to enter a single one.
I even drove to the local shopping center and went to the 4th floor roof to try and make
contact. No Joy!
The dial indicates I'm transmitting.
All the vhf repeaters I entered are working properly.
So the rig is transmitting.
The 'H' is showing on the dial indicating high power.
I can't find any setting in the software pertaining to power and do not have a uhf
wattmeter.
The antenna is a vhf/uhf model and I even tried a different vhf/uhf antenna I had.
Does anyone have any idea what I'm doing wrong?
