No problem if running high power or legal limit is required due to
operating conditions. My read of the initial post was that it suggested
running legal limit (period).

Intentionally creating interference?
Isn't one of the basic tenets for amateur Radio operation to operate
with the lowest power required for communication given the operating
conditions at that time?

Bill you are correct intentionally creating interference is wrong but,
if
the l BPL is making it hard for the station you are in QSO with or are
trying to make contact with is wiping out your signal then you can
legally
go full power. If the local BPL is wiping out the signal on your end
then
you have to call the local power company every day!
We can find it by making enough noise either on the air legally or in
person
at the local power company and though the FCC.
