Some loss is normal in most any antenna tuner, unless it's made with
exceptionally large and robust components. I've noticed some loss when
using the tuner in my 850, but not to the extent you're seeing. If you
said 5 watts I'd say that's normal. But 25 watts does seem excessive to
me. You sure your measurements are correct?

Subject: [Kenwood] TS-850 SAT
I have a recently aquired TS-850 SAT, which puts out
100 watts into a dummy load, and into a resonant
antenna. However using the built in tuner drops output
to 75 to 90 watts. Reading the manual seems to
indicate the tuner is not exactly robust..BUT HEY!..is
this normal or does I gots summin' wrong wid da tuner?
Need some advice from you 850 experts.
