[Kenwood] Getting the most out of my TS-850

I was listing to a couple guy on 17 meters yesterday. They were
talking about the Japanese ham who seem to always put out great
signals. They are usually running only 100 watts and in many cases
their antenna is a "wet noodle" hung out of an apartment window.
The question was, what do they do to maximize the performance of their
rigs since they do not have high power or sophisticated antennas to
help them out?
Is the Kenwood TS-850 (for example) sold in Japan the same as the one
sold in the US?
