To all respondents - ok, points well taken (my reply):
1. I would assume that a VFO would be allowed. But, bear in mind that the
frequencies listed are what hams would be limited to.
2. Looking more closely at the wording, yes, it's true that the ERP allowed
is 50 watts. So, however one arrives there is left to several of the
factors mentioned by the other respondent.
3. Regarding the comment on rag chewing and contesting' - well, it didn't
state (specifically) in those terms that rag chewing and contesting were
disallowed. But, there was a statement in the ARRL article regarding
"disciplined, responsible use...". If that is to be the case, then I would
assume that the above activities would be frowned upon when there are only
five frequencies available for use on this HF band which could cover
considerable distances under normal conditions.
