Dig into the VFO. Solder all the connections. I had other odd symptoms
in a TS-120 and when I got to the VFO PC board, a lot of solder
connections were bad, either never made good or rotted over the decades.
A good solder job cleaned it up and put it back on frequency. I'm not
sure, but likely there's a diode shifter in the VFO to accommodate the
offset for LSB, and if some of the capacitors are out of the circuit the
shift circuit may have more effect. If its like the TS-120 those allen
head screws on the front bezel around the VFO knob are metric and
fractional wrenches will not work but only round out the holes.
