[Kenwood] TS830 tuning.

I noticed that when I tuned my TS-830S on the tune mode for 20 meters the
load was almost closed, I tuned it three times just to make sure I was doing
it right. finally I said this is not right and ran it thru a watt meter and
dipped the plate and peaked the load and it went right up to 100 watts.
