[Dxbase] Cluster links

The site is supposed to be self-updating in fact. Jim, AD1C, worked with DX
Cluster software developers, like VE7CC, so that when the software updates
you are taken to the update screen so you update the dx cluster information.
I think there is a real stagnancy in the cluster world right now. I have
heard (no verifying info) that the AR Cluster guys have stopped updates
(again) to AR Cluster and VE7CC is the remaining version that is updated
regularly.
