[Dxbase] Icom split solution for DX Base

I think what is significant is that Joe was one of the first if not the
first one to take this new stream of Split data and actually do something
useful with it. 
I know of no other logging program that has been able to successfully
utilize this feature - another first for DX Base. 
When the new firmware Icom update came out for the 7800 in March I tried to
modify the radios.ini file to get the split to work correctly with no
success. Joe was able to find a way to read all the information that was
being sent from the transceiver and modify it CORRECTLY to work with DX
Base. 
There were some tough hurdles along the way but Joe did not give up and
persevered. At one point after Beta test 15 I thought the chances of
success was at 20% but Joe kept on plugging way until he figured it out.
This group and DX Base is very fortunate to have Joe Glockner WA6AXE
supporting and improving DX Base. This is one of the major reasons why it is
still the best DX logging program on the market. 
Thanks again Joe for this significant improvement for the newer Icom
transceivers connected to DX Base.
