You can run split and Dual watch at the same time and there aren't any
issues. The Change button will toggle between both the main and sub band for
main focus... I'm not sure what the problem is?

That sounds very encouraging. However when I looked at the command
structure for that radio I could not find any command to read that status of
'dual watch'. Split yes, Dual Watch no. Of course the docs could be
incomplete and maybe it responds with the information for which ever one is
active.
Here is what I would like you to test: Manually set dual watch, and then
listen up 5 or 10. Now read the radio and see if it gets information which
will cause a spot to be generated with as frequency, the dx stations
frequency, and includes the info 'qsx up 5' or words of similar import. If
so, that is really great.
Now, this is not as easy, find a spot on the net which includes 'qsx up 10'
and see if clicking on that spot will you radio go into dual watch with the
receive side up 10. If so perfect!
Dual watch is much superior to split in my view.

>>Yea Joe!!! Just tried the new radios.ini with my 7600 and it now works
great! Thanks a bunch for your interest in fixing this long time defect in
the radios.ini file and thanks too to all those who pitched in to help get
the solution. Wish I could have been more help myself.
