[Dxbase] M/callsign - What's With This?

We seem to be talking at cross purposes. The FCC rules have nothing at all
to do with stations operating under recommendation TR61-01 in European areas
where the National Administration has specified the method of identifying
their portable operation. There is an IARU recommendation on the method
preferred by the amateur community but it strictly up to each Authority to
apply that however they wish.
The ARRL DXCC rule #9 has to do with merely requiring the applicant for the
award to have made all his contacts from the same dx-entity. Nothing new
about that, it has been the practice during the entire time I have been
licensed.
If you know where the station is, you can easily make dxbase record the
station worked correctly for DXCC purposes.
As far as I know, US one-letter special event stations are not authorized
for operation outside the USA so they are not relevant to the CEPT
identification policies being discussed.
It's a non issue, non problem.
