Problem resolved. When I extracted the files I put them in a separate folder inside the DXBase2007 folder. It won’t work that way. The files have to be in the DXBase 2007. Mike was nice enough to give me a heads up.

You did the same thing I did -- mistake 
You are putting the files into the DXB2007 directory or folder as a sub-folder or directory 
take off the last portion of the naming and let the files go to the dxb2007 root directory
mine worked once I looked at the pathing
also do not forget to rename the scratchpad to refdata.mdb and rename the original refdata.mdb as refdataold.mdb

OK I have used the chkmdbs.exe file twice before on two separate computers and never had a problem. I downloaded the zip file into the DXBase 2007 directory, and extracted the three files. This time when I try to run the file I get a message saying that the file I am trying to copy does not exist. Someone have and idea of what the problem is…I am sure that it is cockpit problems.
