[Dxbase] wrong DXCC award output

I'm trying use the DXCC Award Submission feature. Checked the "LoTW only
box " and got some output. 
 By occasion discovered that some very popular country is not in the created
list (say, USA on 20M). Started the check manually and found many, many
confirmations missed in this list, despite I see them marked as "LoTW" or
"Both" in the relevant logbook field.
 Of cause I re- initialized the tables and created the submission form
again- received the same number of contacts with at least tens (I'm
submitting to 9B DXCC) missing contacts...
 What I'm doing wrong?
