[Dxbase] FT-950

Thanks to Tor, La3waa for sending an updated Radios.ini file for the 
FT-950 we got the new guy on the block up and running after fiddling 
with the following settings which are set as follows.
DTR High and RTS High not checked.
CTS checked
Baudrate set in program and radio the same, we set it to 192H in 
radio and 19200 in program.
Word Length 8
Parity None
Stops Bits 2
and selecting FT-450_FT950 from the new INI file.
I also installed the new INI file into my DXbase and it still worked 
fine funning my 756PROII and 746PRO
