The dates of valid QSO for DXCC credit is published by ARRL. But, a change
in prefix is not necessarily directly related to a change in DXCC status,
sometimes the prefix change is related to a change in the DXCC status,
sometimes it for an unrelated administrative reason within the ITU or the
country national authority,
