[Dxbase] Russian prefixes

CQ-DL, the DARC journal, Jan 2011, p. 36, has a four page article with all
of the details "New Call-system in Russia" by Rolf, DL6ZFG.
I assume Neal, at some point, will incorporate this type on information into
an update file.
