[Dxbase] Third time is the charm - Joe wa6axe

Sorry about all this mess-up(s) on my part -- that is what I get
for not having someone BETA test the file first!!! Dick W1KSZ is
checking my third-try .. and, this one hopefully should work out all ok ...
The ZIP file that Dick is checking out is now posted to my Ham Radio
website and the most-current version is on-line now ...
