[Dxbase] RA/ callsigns, spots in DX Info window for unknown country

Thanks to Ed-AB4IQ, Eric-W4DXX, and Carsten-DL6LAU for your answers.
It appears that these callsigns could be UA or UA0, so will begin doing 
individual callsign mapping here when spots appear, and as the locations are 
identified.
