[Dxbase] PJ and UA problem

There is a good explanation of the process in this months QST (which I got
yesterday). I don't know when they decide what the new prefixes will be and
how quickly some of the changes will happen at the dxcc level.
Stay tuned, as we get closer to the 10th we will know more.
