The Icom CI-V interface does not implement RTS,DTR but most 3rd party
interfaces 'rob power' to drive the level converter in the interface
from these lines so if these are not checked then the interface will not
be powered and will not function.
Since these lines can always be asserted with ICOM radios it's likely
that the other software packages default to this condition for CI-V/Icom
interfaces 
Icom's own (expensive) CV-17 interface uses an external 12V power source
and does not need RTS,DTR to be set, it just ignores the status of those
lines. however it offers no features from the point of view of logging
software that the cheaper 3rd party interfaces don't have.
