[Dxbase] To Neal: new WSJT modes

The main problem is the source is GPL licensed which is incompatible with
DXBase's license. Since they do not distribute a compiled DLL that you could
download and use (at least that I could find) it would be impossible for me
to compile and distribute it under the GPL license.
I will watch it though, if it ever becomes possible I will put it on the
list!
