[Dxbase] New structure of Prefixes in Russia

Hello Group,
just let you know that since 2010 there are several changes within the
UA-PFX.
Please have a look on www.qrz.com/db/rw2l.
There are links to a cty.dat and RDA_data_base as well as a link to the
original documents ( unfortunately in russian language ).
So, you can update your Alias PFX for the new requirements.

PS: I'm a bit curios after the last comments from Neal on the new
dxbase-release.
	When he rewrites most of the old code, does we loose the familiar look
or/and
	must we learn a "new" logging-program ?
