[Dxbase] DXB and UTC

I have two computers at home, one on XP Home and one on Media Center
Edition. Both have the tab and sync to the correct time automatically each
week. The first tab is Date & Time, the second is Time Zone, and the third
is Internet Time.
Looking in my very thick Using Microsoft Windows XP Home Edition book by
Que, it says the third tab is there if the PC is not part of a domain. My
work PC, for instance, doesn't have it because the time is set by the
company's domain controller. I just checked my router's setup screen, and
the domain name is blank. Apparently some ISPs some ISPs require and
therefore furnish them.
It seems as though any XP computer not on a domain should therefore have it.
It syncs automatically weekly and can also do it by clicking on an icon.
