ALWAYS send a self addressed envelope. 
Green stamps or an IRC is always better than a stamp affixed to the
envelope since the envelope may arrive damaged due to water or the
person sending the reply could make a mistake and need to rewrite the
envelope (yes I have mixed up the envelopes when doing a bunch of
replies, had to rip em open and readdress new envelopes.) 
But the above is just my view as someone who deals with many hundreds of
direct QSL requests every year, it seems that an EI QSL is needed by
many for CW
