[Dxbase] QSLing enhancement for DXB2008.....

I had considered those Joe, but they work just the opposite of what I
need. I need to be able to set a flag which will cause the flagged
record to be excluded from wizard output. Those flags will cause the
record to be included (and exclude anything which is not flagged).
The idea is that the usual case would be where I wanted wizard output
excluding these Q's, because I am tired of re-examining these particular
Q's periodically. Yet I don't want to delete these Q's. And if a card
or LoTW does come in from my past efforts I would like the Q to be
automatically be removed from the 'suspended' state.
