[Dxbase] Interesting DXCC Award Problem

If I click on Output\Award\DXCC I get the DXCC Award Submission window.
This is what I select:
DXCC Award Type - bands 10-160
Select Records From - QSO Log
Exclude Past Submissions is NOT check
I then click "Compute" and then "Worksheet". What I am finding, for
example, is I have N6HE, K0HOA, K4IIJ, K7UGA, WD5ACP, WD5HDH, W7LET, WD6EHZ,
and WA4SWY confirmed on 10M phone. The worksheet "tells" me to use K0HOA
for my submission, but I have already used K7UGA and it has been approved by
ARRL and I have DXCC Award checked.
So why isn't K7UGA chosen since it is "Credited"? I've noticed this on a
number of entries. Any ideas?
