To all,
While I was working with Eric VE3GSI, trying to make the
report that would check the DXbase user's logbook mdb file
(LoTW confirmations) against the ARRL LoTW website LoTW
confirmations, we noted that Eric had some QSOs in his
logbook that reflected a LoTW QSL (confirmation) had been
received and logged - BUT, the download from the ARRL LoTW
website server DID NOT show the same QSO as being confirmed.
Eric sent an email to the ARRL LoTW desk and here is the
response he rcvd back:

Hello Eric,
I checked a few of the calls that you make reference to. and
I believe I know what the problem is. LoTW was experiencing
some problems for a few months between June and November. If
someone uploaded the same data to LoTW, QSLs sometimes
disappeared. This has been fixed by the programmer now.
From the few callsigns that I checked, it appears that some
of those stations uploaded duplicate information which
created the QSL to disappear. This is partly why we
discourage people from uploading the same data if it was
correct in the first place.
My suggestion is that you create a log that has those QSOs,
sign it and upload the data again. If there are truly
matches in LoTW, they should become QSLs again. Let LoTW
reset the QSLs. To create an Adif file for upload, you can
open the TQSL program, click on FILE and Create new Adif
file. Make the small log, sign it and send it to LoTW.
Thank you for your participation and inquiry.

Eric simply resubmitted the QSOs that were in question, and
everything was all ok thereafter.
I wanted to pass this info along as FYI to all.
