Correct - an electronic match in anything other than LoTW is not 
accepted for DXCC credit. Global QSL is not an electronic match. 
Consider them a as if they were a QSL manager that uses the buro 
only. You send them the logs, they print the cards and send 'em out for you.
If you get a card you need, it's the same as a regular QSL you'd get 
direct or via the buro - the only thing different is that the DX 
station didn't physically prepare it him/herself and mail it to 
Newington's outgoing bureau office or directly to the VE3 bureau, etc.
Ultimately, the station receiving station has to manually verify the 
QSO is his or her log and reply to you (or you have to manually check 
your log and reply to the sender). No reason this would not be accepted.
eQSL, on the other hand, has the "match" done by computer, and the 
cards generated are based on eQSL's electronic matching.
Now, if someone was to test the rules, send a PDF of a card with QSO 
data on it; the recipient prints it out onto card stock, cuts to size 
and submits it. Probably NOT acceptable for DXCC but, given today's 
technology, how could it ever be discovered? No, I would never do 
that myself, but you have to wonder.
