I'm sorry, I can't think of why that would be.
Only last resort is:
Do you have a firewall?
Do you use a router?
Could DXB7 have ports blocked in firewall
And if your connecting through a router, is DXB7 given permission to 'port forward'.
Some 'routers' internal protection require you to give permission for a program to access 
a port.
