No. American Samoa remains KH8, and it's still good for DXCC as such. 
Essentially what this is accomplishing is taking a bit of what used 
to be considered American Samoa for DXCC and making it into a new 
entity in and of itself. Until definitive word on a new prefix comes 
out, though, you should map KH8S to Swains, then manually map the 
callsign of any operation or DXpedition that ultimately goes there to 
KH8S if they use any other prefix.
Most likely, look for Swains to become entity number 515 (since 
Chesterfield, Ducie and Montenegro are 512, 513 and 514 respectively).
