[Dxbase] Adding Montenegro and now Swains Island

The ARRL Manager of Membership Services, Wayne Mills, N7NG/1 has 
announced the addition of Montenegro to the DXCC entities List as a 
Point 1a Political entity on 29th of June in DX Bulletin ARLD026 and 
by Press Release to 425DXNS. So while the ITU has not issued a new 
prefix it is still a new DXCC entity and we can map prefixes to it.
Also this morning ARRL Manager of Membership Services, Wayne Mills, 
N7NG/1 has announced the addition of Swains Island (American Samoa) 
as entity 337 to the DXCC program. For this one you can use KH8S for 
the prefix but you will need to map callsigns most likely as 
operations occur. Previous operations from Swains will not count. 
This change is possible due to the new rule 1c under Political 
Entities of the DXCC rules which changes the status of American Samoa 
from one of geographical separation from the USA under rule 2 to one 
of Political separation under rule 1. Swains Island being more than 
350 km from any other part of American Samoa means it will now count 
under separation 2b(i) for DXCC status. Only QSO's made with Swains 
Island after 22 July 2006 will count for this one.
