[Dxbase] Mapping North and South Cook

There is no reason to map the prefixes to ZK/N. As the DXpeditions
happen, you do a full call map to ZK/N.
There is no difference in ZK/S & ZK/N, or E5 calls for north or south,
so you can not map prefixes.
