[Dxbase] LoTW down load file

After downloading a file for LoTW, I find dup QSOs and CQ & ITU zone numbers
reversed. I deleted the dup qsos and I think that I remember Joe doing a
fixit report about zone number management. I do not remember the name of
the report. Anybody remember what it was?
