[Dxbase] another WishList item I forgot

DXBase should recognize that VE stations are not in the USA, consequently, 
their province should not be noted as a possible error during Lotw import.
And as their is a very nice Worked all Canada Award, DXB should accept their 
province.
Or
Just change the name of the County field to County/Province/Region or 
whatever is applicable.
